{0>Article 1 The President shall establish the Office of the President in exercise of his functions and powers in accordance with the Constitution. <}0{>第1條 總統依據憲法行使職權，設總統府。<0}
{0>Article 2 The Office of the President shall establish the following bureaus and departments:<}0{>第2條 總統府設下列各局、室：<0}
{0>(1)First Bureau;<}0{>一第一局。<0}
{0>(2)Second Bureau;<}0{>二第二局。<0}
{0>(3)Third Bureau;<}0{>三第三局。<0}
{0>(4)Department of Special Affairs;<}0{>四機要室。<0}
{0>(5)Department of Security Affairs;<}0{>五侍衛室。<0}
{0>(6)Department of Public Affairs. <}0{>六公共事務室。<0}
{0>Article 3 The First Bureau shall be charged with:<}0{>第3條 第一局掌理下列事項：<0}
{0>(1) promulgation of laws and decrees;<}0{>一關於公布法律、發布命令之擬議事項。<0}
{0>(2) appointment and removal of civil servants and military officers;<}0{>二關於文武官員之任免事項。<0}
{0>(3) handling of matters regarding the nomination of officials whose appointment requires the consent of the National Assembly and the Legislative Yuan as stipulated by the Constitution;<}0{>三關於國民大會、立法院行使任命同意權之提名作業事項。<0}
{0>(4) handling of matters pertaining to the National Assembly, the five government branches or Yuans, the General Staff Headquarters of the Ministry of National Defense, and the provincial/special municipality governments;<}0{>四關於國民大會、五院、國防部參謀本部及省、市政府之公文簽辦事項。<0}
{0>(5) translation and handling of correspondence and documents in foreign languages;<}0{>五關於外文函電之翻譯、簽辦事項。<0}
{0>(6) reports on various domestic and foreign affairs;<}0{>六關於政情之摘報事項。<0}
{0>(7) other related matters. <}0{>七其他交辦事項。<0}
{0>Article 4 The Second Bureau shall be charged with:<}0{>第4條 第二局掌理下列事項：<0}
{0>(1)conferring of honors and orders;<}0{>一關於授予榮典事項。<0}
{0>(2) safekeeping of seals;<}0{>二關於璽、印典守事項。<0}
{0>(3) making and distribution of official seals, chops, and orders;<}0{>三關於印信、勳章製發事項。<0}
{0>(4) registration, distribution and typing of official documents, and filing of minutes and official documents;<}0{>四關於公文收發、分配、繕校及會議紀錄、檔案管理事項。<0}
{0>(5) handling of confidential telegraphic correspondence;<}0{>五關於機要電訊之規劃、管理事項。<0}
{0>(6) planning and implementation of office automation, and maintenance of computer hardware and software;<}0{>六關於資訊業務之規劃、推動、管理、維護事項。<0}
{0>(7) publication of the Gazette of the Office of the President;<}0{>七關於公報之編印、發行事項。<0}
{0>(8) other related matters. <}0{>八其他交辦事項。<0}
{0>Article 5 The Third Bureau shall be charged with:<}0{>第5條 第三局掌理下列事項：<0}
{0>(1) handling of ceremonial affairs;<}0{>一關於典禮事項。<0}
{0>(2) handling of protocol affairs;<}0{>二關於交際事項。<0}
{0>(3) handling of overhead and managerial affairs;<}0{>三關於事務管理事項。<0}
{0>(4) management of the maintenance of transportation equipment;<}0{>四關於交通管理事項。<0}
{0>(5) handling of disbursements;<}0{>五關於出納事項。<0}
{0>(6) other related matters. <}0{>六其他交辦事項。<0}
{0>Article 6 The Department of Special Affairs shall be charged with handling of special matters related to the President and the Vice President. <}0{>第6條 機要室掌理總統、副總統機要事項。<0}
{0>Article 7 The Department of Security Affairs shall be charged with security affairs related to the President and the Vice President. <}0{>第7條 侍衛室掌理有關侍衛、警衛事項。<0}
{0>Article 8 The Department of Public Affairs shall be charged with:<}0{>第8條 公共事務室掌理下列事項：<0}
{0>(1) dissemination and explanation of major government policies;<}0{>一關於政策宣導及闡釋事項。<0}
{0>(2) liaison with the media and news releases;<}0{>二關於新聞聯繫及發布事項。<0}
{0>(3) collection and analysis of public opinion;<}0{>三關於輿情蒐集及反映事項。<0}
{0>(4) handling of petitions from the general public;<}0{>四關於民眾陳情之處理事項。<0}
{0>(5) other related matters. <}0{>五其他交辦事項。<0}
{0>Article 9 The Office of the President shall have a politically appointed secretary-general to the president who, under the order of the President, shall take overall charge of the affairs of the Office of the President, and direct and supervise all staff.<}0{>第9條 總統府置秘書長一人，特任、承總統之命，綜理總統府事務，並指揮、監督所屬職員。<0}
{0>The Office of the President shall have two deputy secretaries-general to assist the secretary-general with administrative matters.One shall be politically appointed and the other a civil servant equivalent to the fourteenth grade of the senior level. <}0{>總統府置副秘書長二人，其中一人特任，另一人職務比照簡任第十四職等，襄助秘書長處理事務。<0}
{0>Article 10 The Office of the President shall have, within the civil service system, three directors-general with fourteenth-grade positions of the senior level; <}0{>第10條 總統府文職人員置局長三人，職務列簡任第十四職等；<0}
{0>between six and eight secretaries with positions between the twelfth and fourteenth grades of the senior level;<}0{>秘書六人至八人，職務列簡任第十二職等至第十四職等；<0}
{0>two departmental directors with thirteenth-grade positions of the senior level; <}0{>主任二人，職務列簡任第十三職等；<0}
{0>three deputy directors-general, two deputy directors and between four and six counselors, all with positions between the twelfth and thirteenth grades of the senior level;<}0{>副局長三人，副主任二人，參事四人至六人，職務均列簡任第十二職等至第十三職等；<0}
{0>between fourteen and sixteen councilors with positions between the tenth and twelfth grades of the senior level; <}0{>參議十四人至十六人，職務列簡任第十職等至第十二職等；<0}
{0>between sixteen and twenty senior specialists and one senior analyst with positions between the tenth and eleventh grades of the senior level;<}0{>專門委員十六人至二十人，高級分析師一人，職務均列簡任第十職等至第十一職等；<0}
{0>between thirty-two and thirty-six section chiefs with ninth-grade positions of the intermediate level; <}0{>科長三十二人至三十六人，職務列薦任第九職等；<0}
{0>between fifteen and twenty- one senior editors and two analysts with positions between the eighth and ninth grades of the intermediate level; <}0{>編審十五人至二十一人，分析師二人，職務均列薦任第八職等至第九職等；<0}
{0>between thirty- six and forty-four specialists and three coordinators with positions between the seventh and ninth grades of the intermediate level; <}0{>專員三十六人至四十四人，管理師三人，職務均列薦任第七職等至第九職等；<0}
{0>between two and four designers with positions between the sixth and seventh grades of the intermediate level; <}0{>設計師二人至四人，職務列薦任第六職等至第七職等；<0}
{0>between seventy-nine and eighty-nine section members with fifth-grade positions of the junior level, where between fifty-one and fifty- five of these section members may have positions between the sixth and seventh grades of the intermediate level; <}0{>科員七十九人至八十九人，職務列委任第五職等，其中五十一人至五十五人得列薦任第六職等至第七職等；<0}
{0>two assistant coordinators with positions between the third and fifth grade of the junior level; <}0{>助理管理師二人，職務列委任第三職等至第五職等；<0}
{0>between thirty-nine and forty-five clerks with positions between the third and fourth grade of the junior level; <}0{>辦事員三十九人至四十五人，職務列委任第三職等至第四職等；<0}
{0>and between sixteen and twenty associate clerks with positions between the first and third grade of the junior level. <}0{>書記十六人至二十人，職務列委任第一職等至第三職等。<0}
{0>The sixteen present assistant clerks without qualifications for civil service, employed before the enforcement of the Act, may remain in their posts, taking the positions of associate clerk until they choose to resign.<}0{>本法修正施行前僱用之現職雇員十六人，其未具公務人員任用資格者，得占用書記職缺，繼續僱用至離職時為止。<0}
{0> The military staff of the Office of the President shall consist of one chief aide-de-camp to the President at the rank of lieutenant general; <}0{>總統府軍職人員置侍衛長一人，中將；<0}
{0>one deputy chief aide-de-camp and three chief security guards at the rank of major general; <}0{>副侍衛長一人，警衛主任三人，少將；<0}
{0>four section chiefs, one chief medical officer, four deputy chiefs, four aides-de-camp and between seven and ten staff officers, all at the rank of colonel;<}0{>組長四人，主任醫官一人，副組長四人，侍從武官四人，參謀官七人至十人，均上校；<0}
{0>thirty-four security officers, sixteen at the rank of colonel and eighteen at the rank of lieutenant colonel; <}0{>侍衛官三十四人，其中上校十六人，中校十八人；<0}
{0>between fifteen and twenty-five staff officers, fifteen at the rank of lieutenant colonel and ten at the rank of colonel; <}0{>參謀十五人至二十五人，其中中校十五人，少校十人，；<0}
{0>between twenty-two and twenty-seven security guards, with between ten and fifteen at the rank of major and twelve at the rank of captain; <}0{>侍衛二十二人至二十七人，其中少校十人至十五人，上尉十二人；<0}
{0>two medical officers, one at the rank of lieutenant colonel, the other at the rank of major; <}0{>醫官二人，其中中校一人，少校一人；<0}
{0>two pharmacy officers, one at the rank of lieutenant colonel, the other at the rank of major; <}0{>藥劑官二人，其中中校一人，少校一人；<0}
{0>one nursing staff officer at the rank of major; and <}0{>護理參謀官一人，少校；<0}
{0>two nursing officers at the rank of captain.<}0{>護理官二人，上尉。<0}
{0> The present military servants serving in the above-mentioned positions before the enforcement of the Act may remain in their posts until they choose to resign. <}0{>本法修正施行前，第一項職務由現職軍職人員擔任者，得留任至離職時為止。<0}
{0>Article 11 The Office of the President shall establish the Personnel Department, headed by a departmental chief with a position between the twelfth and thirteenth grade of the senior level, who handles personnel affairs of the Office of the President in accordance with law. <}0{>第11條 總統府設人事處，置處長一人，職務列簡任第十二職等至第十三職等，依法辦理人事管理事項；<0}
{0>The number of staff members to be allocated in the Personnel Department shall be determined pursuant to this Act. <}0{>所需工作人員，就本法所定員額內派充之。<0}
{0>Article 12 The Office of the President shall establish the Accounting Department, headed by a departmental chief with a position between the twelfth and thirteenth grade of the senior level, who handles annual budgeting, accounting and statistics in accordance with law. <}0{>第12條 總統府設會計處，置會計長一人，職務列簡任第十二職等至第十三職等，依法辦理歲計、會計事項，並兼辦統計事項；<0}
{0>The number of staff members to be allocated in the Accounting Department shall be determined pursuant to this Act. <}0{>所需工作人員，就本法所定員額內派充之。<0}
{0>Article 13 The Office of the President shall establish the Government Ethics Department, headed by a departmental chief with a position between the twelfth and thirteenth grade of the senior level, which handles employee ethics affairs of the Office of the President in accordance with law. The number of staff members to be allocated in the Government Ethnics Department shall be determined pursuant to this Act. <}0{>第13條 總統府設政風處，置處長一八，職務列簡任第十二職等至第十三職等，依法辦理政風事項；所需工作人員，就本法所定員額內派充之。<0}
{0>Article 14 Where civil officials of certain ranks and grades are deemed as eligible for the positions listed in Articles 10 through 13, the appointment categories applicable for the specific posts are to be determined and observed according to Article 8 of the Public Service Personnel Employment Law. <}0{>第14條 第十條第十三條所定列有官等職等人員，其職務所適用之職系，依公務人員任用法第八條之規定，就有關職系選用之。<0}
{0>Article 15 The Office of the President shall have senior advisors and national policy advisors appointed by the President to provide opinions and render advice to the President, whose term of office shall not exceed that of the President. <}0{>第15條 總統府置資政、國策顧問，由總統遴聘之，聘期不得逾越總統任期，對國家大計，得向總統提供意見，並備諮詢。<0}
{0>The number of senior advisors, with or without remuneration, shall not exceed fifteen in either case. <}0{>前項資政，有給職者不得逾十五人，無給職者不得逾十五人；<0}
{0>The number of national policy advisors with remuneration shall not exceed thirty, while those without remuneration shall not exceed sixty. <}0{>國策顧問有給職者不得逾三十人，無給職者不得逾六十人。<0}
{0>Article 16 The Office of the President shall have fifteen strategy advisors at the rank of general appointed by the President to provide opinions and render advice to the President on military strategies and other affairs related to national defense. <}0{>第16條 總統府置戰略顧問十五人，上將、由總統任命之，對於戰略及有關國防事項，得向總統提供意見，並備諮詢。<0}
{0>Article 17 Academia Sinica, Academia Historica, and the Management Commission of Dr. Sun Yat-sen´s Mausoleum shall be under direct administrative supervision of the Office of the President. The organization and operation of these institutions shall be prescribed by other rules and regulations. <}0{>第17條 中央研究院、國史館、國父陵園管理委員會隸屬於總統府，其組織均另以法律定之。<0}
{0>Article 18 The administrative regulation of the Office of the President shall be determined by the Office of the President. <}0{>第18條 總統府處務規程，由總統府定之。<0}
{0>Article 19 The actual date on which this Act is to be implemented shall be determined by Presidential Decree.<}0{>第19條 本法施行日期，以命令定之。<0}
{0>Amendments to this Act shall be effective on the date of their promulgation.<}0{>本法修正條文，自公布日施行。<0}
